Modernization of the Community Futures Program of Canada

Community Futures is a community-driven, economic renewal program that has one of the largest footprints of any Canadian federal government program. Our network of 267 Community Futures organizations is comprised of over 3,000 volunteers and more than 1,300 staff, and touches virtually every community across Canada, outside of the large metropolitan areas.

Since our establishment in 1985, we have focused our efforts on helping to start and grow successful businesses and, through a wide variety of community economic development initiatives, we have helped to develop stronger, more vibrant and sustainable communities in the regions we serve. Our positive results in this regard are well documented.

We have worked with entrepreneurs across the country to help them develop new and innovative products and services that can compete in today’s highly competitive global marketplace. Our client group includes men, women, youth, Indigenous people and new Canadians. Much of our effort has been focused on providing entrepreneurs with the skills, training and capital they need to compete and prosper in a knowledge-based economy. We have also worked hard in our communities to promote and support clean and sustainable technologies.

We firmly believe that Community Futures organizations can do more to help the federal government achieve the objectives of Canada’s Innovation Agenda. However, in order for us to be more effective, the Community Futures Program needs to be strengthened. In March 2017, the Community Futures Network of Canada submitted a proposal for the renewal and modernization of the Community Futures Program to Innovation, Science and Economic Development Minister Navdeep Bains that contained recommendations we are confident will reinforce the Community Futures Program so that it can perform at its maximum capacity and achieve its full potential.

The Community Futures Network of Canada is seeking community support to ensure that our recommendations are adopted by the federal government without further delay.

We, the undersigned, wish to express our strong support for the Community Futures Network of Canada’s proposal for the renewal and modernization of the Community Futures Program of Canada that was submitted to Minister Navdeep Bains on March 25, 2017.

Since the Community Futures Program was launched in 1985, Community Futures organizations have achieved remarkable results helping to start and grow thousands of successful businesses and, through a wide variety of community economic development initiatives, they have been successful in developing stronger, more vibrant and sustainable communities across Canada. We believe that it is time to modernize the Program and increase the Program’s budget so that it can achieve its full potential.

As volunteers, community leaders and stakeholders, we believe it is vitally important to ensure that the Community Futures Program has adequate resources to help Canadians living in communities situated outside of the large metropolitan centres of the country achieve the benefits of Canada’s Innovation Agenda.

It is important that the Community Futures Program be improved and additional financial resources applied so that rural Canadians can receive the assistance they need to grow their local economies, improve conditions for investment in their regions, enhance Canada's innovation performance and help increase Canada's share of global trade.

In their proposal submitted to Minister Bains in March 2017, the Community Futures Network of Canada presented these four recommendations for consideration:
1. Modernization of the Community Futures Program
2. Appropriate, Equitable and Stable Program Funding
3. Integrated Program Policy Development and Evaluation
4. Collaboration in Federal Program Delivery

We are requesting that these recommendations be adopted without delay.
